The Airborne V/UHF Radio Systems Family RT-651 is a line of radio-communications equipment and systems providing voice and data operation (Link 11 in clear and secure mode) over the 30 to 400 MHz frequency range. 

It can be proposed in several versions including, among others: Embedded ECCM; Embedded SatCom TDMA/DAMA; Embedded Selcal.
