European Security and Defense Forum (ESDF)

The European Security and Defence Forum (ESDF) based at Chatham House, in partnership with Finmeccanica and with the support of the IAI, will analyse political and strategic developments in Europe with a specific focus on the European Union's Common Foreign and Security Policy, the European Security Strategy, and the entire European defence industry. The Forum will also assess the prospects for NATO and the transatlantic security relationship, and will look more broadly at key international security challenges.

Initially, the Forum will seek to reopen the general debate about the meaning and purpose of security and defence policies in the early 21st century and will investigate the issues relating to international cooperation in security and defence as well as the response to new and emerging threats and challenges.

The Forum will be underpinned by a series of events including workshops and an annual conference and it will publish a series of occasional briefing papers, as well as, an annual publication to be known as The Carrington Papers

The Steering Committee of the ESDF has been established to provide guidance and advice on the main issues and as well as a review the progress of the Forum. The Steering Committee members include:

ESDF - Final Workshop, "European Security and Defence: Setting a Future Agenda"

This final workshop in the European Security and Defence series will look at the prospects for future European cooperation on matters of foreign policy. The event will explore different perspectives on Europe, assessing the EU’s strengths and weaknesses and asking where Europe should position itself on security and defence. The participants will consider how Europe's role and priorities fit with the foreign policy objectives of the US and NATO, and ask how the EU can maximise its soft and hard power in a changing world.

ESDF - Fifth Workshop, "European Security and Defence: Lessons from the Last Decade"

The past decade has witnessed a number of trends which have prompted national and European wide reassessments of defence and security policy. The terrorist attacks on the US in 2001, the intervention in Afghanistan, the recent uprisings in North Africa and the Middle East and the subsequent crisis in Libya have all generated new questions about Europe’s role and capabilities in security and defence cooperation. This has been compounded by an international fiscal crisis which has resulted in long-term constraints in defence spending.
The workshop investigated what lessons have been identified from this period and what - if any - lessons have been learned, what are the new trends in security and defence and how have European approaches to security issues changed, if Europe seen the death of liberal interventionism and if bilateral or group cooperation replaced EU structures and agreements and what does the financial crisis mean for the resourcing of defence in Europe.

ESDF - Annual Conference 2011: "European Defence and Security 2011. Collaboration, Coordination and Competition in Defence Acquisition"

This conference will examine the role of research, technology and acquisition within European defence and security relationships.The conference will explore and suggest how R&D and R&T can be used more effectively by European governments and industry to deliver equipment projects and military effect at a time when national investment in defence spending and new acquisitions is likely to decrease.

ESDF - Fourth Workshop: "A New European Security Architecture?"

The fourth workshop discussed which kind of European security architecture is required to meet a growing and increasingly diverse
range of threats and changing realities. Participants shared perspectives on how European institutions and structures should adapt and respond to the accession of new states to the European Union, the prominence of Russia and Turkey in the region, and to new security challenges such as
energy insecurity, cyber attacks and domestic instability. During the workshop young academics and professionals presented abstracts of their papers previously collected and selected through a dedicated call.

The round table speakers included: Chatham House Director, Dr. Robin Niblett, Finmeccanica Co-General Manager and CFO, Dr. Alessandro Pansa, the Head of III Department of the Defence Staff, Gen. Paolo Magro. Professor Stefano Silvestri, President of the IAI, the hosting institution, chaired the debate.

ESDF - Third workshop: "European Security and Defence: Capabilities and Cooperation"

The third workshop took place on 4 June 2010 and focused on the guiding ideas behind Europe's defence and security policy, considering the context, both financially and politically, within which policy is developed and realised. Participants shared perspectives on how Europe is viewed as a security and defence actor and discussed how the organisations and structures already in place could be used more effectively to deliver the full spectrum of defence and security requirements.

Ansaldo Foundation, Science Committee

The Ansaldo Foundation was created in 1980 as the historical archives of the Ansaldo company. In recent years, Finmeccanica has decided to revitalize the Foundation's activities, extending its original mission to one that now is dedicated to higher education, events and cultural activities organization, and to scientific research.

The scientific research activity, is specified as Commissione Scientifica della Fondazione (Scientific Committee of the Foundation), which is in charge of researching significant issues of importance for the Foundation as well as the follow up of the development through its members, and coordinated by Dr. Alessandro Pansa, co-general manager and CFO of Finmeccanica.

The Scientific Committee is fully supported by the Fondazione Ansaldo and also by the Research Department of Finmeccanica, who also participates with its contribution.

There are three on-going research projects:

  • The role of state: from ownership to shareholder;
  • Regions, Macro-Regions and economic change: the North West and the South of Italy;
  • Industrial paradigms and technological evolution of Italian companies: missed opportunities and chances for their re-launch.

IAI Global Outlook 2011, December 2010 - ongoing

Finmeccanica participates in the 2011 edition of the Global Outlook: an initiative of the Laboratory of International Economic Policy of the Italian International Affairs Institute (IAI) conceived in mid-1996 as a venue for debate, analysis and proposal on topics of special relevance for contemporary Italy's international action.

With this initiative the IAI wishes to identify and advance a series of proposals through select Working Groups on specific topics selected with the participating firms in order to formulate an international strategy for Italy.
The activities of the Laboratory’s Global Outlook are mainly targeted at firms and private groups interested in monitoring the evolution of countries, regional areas, markets and topics of particular significance influencing their international choices and strategies. It is also aimed at organizations interested in strengthening Italy’s role and presence in the global context.

The 2011 edition of the Global Outlook centres on five main types of activities:

  • Analyses and Research: Observatory on internationalization of Italian economy

IHS Global Scenario to 2030, September 2009 - July 2010

In September 2009 Finmeccanica and some operating companies joined the IHS Global Scenario to 2030 initiative, a wide-ranging project designed to assist companies and organizations to plan for the future, evaluate strategy, test investment decisions, and understand the forces of change in the world.

It is the product of a collaborative effort among IHS CERA, IHS Global Insight, IHS Automotive, IHS Jane's, IHS Herold, HIS Fairplay, member companies and organizations, and distinguished experts.

The IHS Global Scenarios offer a comprehensive and deep analytical framework for assessment of key energy, geopolitical, economic, and security uncertainties. This framework is used to provide drill downs for the energy and automotive industries to assess how the global environment shapes these industries and how these industries help shape the world. Finmeccanica subscribed to the Global Scenarios  and the Energy Drill Downs Scenarios.
Key features of the IHS Scenarios process are:

  • Interactive workshops between IHS and clients to identify the big questions facing businesses now and in the future and translate them into potential storylines of future global developments;
  • Detailed reports that describe each scenario and its ramifications for the global business environment and for the development of key industries;

The IHS Global Scenarios to 2030 produced by three main outputs:

  • Three global framework scenario narratives. The global frameworks provide the storylines and assumptions for economic growth and policy; the degree of international cooperation, particularly on climate change, trade, and security issues; and key high-level trends in energy and other appropriate matters. The global framework is the umbrella under which the energy industry drill downs are developed;
  • Drill downs for the energy industry. The drill downs, presented in separate reports, are a detailed examination of how the Energy industry evolves within the context of each global framework scenario;
  • Data sets for the global framework and the Energy industry drill downs. The historical and projected data sets for the global frameworks and the energy industry drill downs in spreadsheet format (please ask the Research Dept to receive the spreadsheets).

A new matrix of risks and opportunities in emerging countries and areas, June 2008

The Report, published in June 2008 by the Research Department - in collaboration with SACE, IAI and Assicurazioni Generali - provides a comprehensive analysis and assessment of the geopolitical, economic and financial risks in the main emerging countries and markets through:

  • the definition of a theoretical framework to identify, analyse and assess the main sources of international risk;
  • the benchmarking of the methodologies and the instruments used so far to evaluate the economic, geopolitical and strategic security conditions of those emerging areas and countries that are relevant for the internationalisation of our national economic and productive system;
  • market opportunities assessment.
